Do the weekly rotation even at low page volume, mostly for clarity of ownership. 'Whoever sees it' quietly turns into 'the person who cares most,' and that burns out your best engineer.
We're four engineers supporting pipelines that page overnight maybe twice a month. Formal weekly on-call feels heavy for that volume, but "whoever sees it first" hasn't been sustainable either.
